What is the use of these figures then? We still need to know how much, if any, was produced before 1984 and after 1990, and if it is more than 812 − 795 = 17 tons, then what happened to that remainder. Otherwise it is just a travesty of accounting.
The number of bulk/ammunition tons is not balancing out either.
